The Whatcom County Sheriff’s Office Division of Emergency Management (WCSO DEM) is responsible to provide emergency management services for all of unincorporated Whatcom County and for the county's Emergency Management Council, which includes the cities of Lynden, Ferndale, Blaine, Sumas, Everson, Nooksack, and the Port of Bellingham under an interlocal agreement and the Revised Code and Administrative Code of Washington.
Emergency Management includes four phases: preparedness, mitigation, response and recovery.
For the City of Bellingham, the Office of Emergency Management is housed with Fire Department and provides emergency management services within Bellingham's city limits.
