About the Executive's Office
Overview
The County Executive's Office is open to the public from 8:30 a.m. to 12 noon and 1 p.m. to 4:30 p.m. Monday through Friday. We are closed from 12 to 1 p.m. Please contact the office if you would like to make an appointment.
Whatcom County's Executive is Satpal Singh Sidhu . He is serving his second term and his administration is focused on the following priorities:
- Successfully implement the Justice Project, building a safe and humane jail as well as significantly expanding behavioral health services to prevent and reduce incarceration.
- Significantly expand Whatcom County's response to the fentanyl crisis and improve coordination in this area with other government agencies and community partners.
- Effectively deploy the Healthy Children’s Fund to make childcare more accessible across all of Whatcom County and support vulnerable children and families.
- Support Salmon Recovery and ensure Water Security for farmers through the adjudication process and collaborative solutions table.
- Expand Flood Hazard Reduction projects to keep our communities safe from Deming and Sumas to Ferndale and the Lummi Peninsula.
- Increase Housing Availability & Affordability across the entire spectrum of the housing market using local, state and federal resources as well as land use planning strategies.
- Promote smart development by establishing a Wetland Bank that will result in significant habitat enhancements and new opportunities for housing development and local business growth.
- Prioritize Customer Service in all County processes, making it as easy and transparent as possible to do business with the County, from applying for a building permit to contracting as a service provider.
- Prepare for future challenges through the 2025 Comprehensive Plan Update, building consensus to meet housing and business development needs while addressing climate resiliency, flood hazards and land conservation goals.
- Enhance Public Recreation through an updated Comprehensive Parks, Recreation and Open Space Plan that provides residents with a wide spectrum of recreational opportunities and places to maintain healthy active life styles.
The Executive provides for an accountable and responsive county government by ensuring efficient, effective and economical administration in accordance with the County Charter, the Washington State Constitution and other applicable federal, state and local laws, as well as county policy.
The County Executive is elected to a non-partisan, 4-year term. The powers of the Executive are set out in the Whatcom County Charter, Article 3, the Executive Branch:

- Enforces all ordinances and state statutes within the county.
- Estimates quarterly and annual revenues; recommends annual budget to County Council; monitors expenses to assure budget compliance.
- Represents Whatcom County at local, regional, state and federal levels.
- Responds to citizen concerns, complaints and requests.
- Supervises all administrative offices and executive departments.
- Administers the Economic Development Investment Program.
- Administers the Conservation Futures Fund.
