Summary:

The applicant is requesting land use approval to develop the subject 49.63-acre vacant parcel, located within the Point Roberts Special District and Point Roberts Transitional zone, with a campground facility including: 164 camping sites (serving a mix of tents, yurts, and Recreational Vehicles spots), office/general store, on-site manager residence, maintenance shed, two bathroom facilities, and three outdoor recreation/play areas to be served by public water and new on-site septic systems. The application was determined complete on June 13, 2024. The project site is currently unaddressed, and adjacent to Dogwood Way, Park Drive, Seymour Place, Georgia Court, Johnson Road, Mill Road, Burns Way, and Shaw Crescent Street in Point Roberts, WA 98281.

Application Process Information:

Noticing the project to the public is the first step in the application review process, which can take up to 120 days after the application has been determined complete.

No determinations have been made on the application yet, and we are still reviewing the application for compliance with applicable Whatcom County Code and Development Standards. Final determination on this project will be made by the Whatcom County Hearing Examiner per Whatcom County Code (WCC) section 22.05.110(2) as Conditional Use Permit applications are a “Type 3” application.

A public hearing for the project, administered by the Whatcom County Hearing Examiner, will be scheduled after all reviews by staff have been completed. As part of the project review, all agency and public comments will be reviewed by staff as well as the Whatcom County Hearing Examiner.

Please note that due to a noticing error, you may receive a second Notice of Application letter in the mail. The project has not changed in scope.

In addition, because Conditional Use Permit applications are a Type 3 application, Whatcom County can accept comments any time prior to the close of the open record public hearing per WCC 22.05.070(h).

On November 1, 2024 Whatcom County PDS issued a Notice of Additional Requirements (NOAR) memo for the Nielson Campground project under case number CUP2024-00005; see County Correspondence tab below for a copy of the memo. As such, the application has been placed ON HOLD per WCC 22.05.100(3), until all of the required additional information is submitted as identified in the NOAR memo. A complete NOAR response is required to be submitted by April 30, 2025, including associated resubmittal fee(s), or the application will expire pursuant to WCC 22.05.140(2). If the applicant is unable to submit all the additional required information within 180 days of the notice, a request for an additional 180-day must be submitted prior to the NOAR expiration date. The director or designee may extend this period for no more than cumulative 24 months upon written request by the applicant, provided the request is submitted before the end of the first 180-day period. A notice of additional requirements is not a final administrative determination per WCC 22.05.100(3).
