2024 Pool & Spa Operator Annual Training
We will be offering an Annual Pool and Spa Operator Conference, free of charge on April 23, 2024 from 9:15am-4:30pm at the WECU Ferndale Education Center (5659 Barrett Rd, Ferndale).
The training is primarily for pool and spa operators, but is open to everyone wanting to learn more about safe pool and/or spa care. Whether you are new, or have been at it for years, everyone can benefit from this experience! We will provide free lunch, coffee, and snacks at this event.
Register for the training here. We request attendees register for this event at least 24 hours prior to the event start time.
Parking Notice: There is restricted parking for Education Center users; please do not use the first three rows nearest to the entrance. For this event, attendees should park at the back of the lot to leave the spaces closest to the building available to WECU members who are transacting business. Those requiring handicapped parking are exempt from this requirement.

Meet the Event Speakers
We are excited to share our speaker lineup. Learn more about each speaker below.
Terry Arko has more than 40 years’ experience in the recreational water industry, working in service, repair, retail sales, chemical manufacturing, technical service, commercial sales, and product development. He has written over 150 published articles on water chemistry including regular features in the Independent Pool Spa Service Association IPSSA National Newsletter. He is a member on the board of the Recreational Water Air Quality Committee (RWAQC). He is also a Certified Pool Operator (CPO) instructor with the Pool Hot Tub Alliance (PHTA). Terry is currently working as Technical Content and Product Training Manager for HASA Pool, makers of HASA Sani-Clor. He can be reached at [email protected].
Luis Flores is a US Army veteran and has been a CPO since 1999. Luis retired in 2021 after a 28-year career working for local & state public health agencies that included stops in Texas, & Kansas. In 2003, Luis began his tenure at the Whatcom County Health Department and was soon after tasked with developing a continuing education program for the county’s dutiful water recreation facility operators. The program became his “favored child”, and over the course of 18 years he brought national industry representatives as key note speakers that shared his passion for pool chemistry, drowning prevention, automated disinfection control, and code compliance challenges.
He arrives today as a Canadian civilian who cites as his most important accomplishment sharing his love of nature and water recreation with granddaughters, Grace (5 yrs old), and Zara (4 yrs old).
He shares a residence with his loving wife, children and grandchildren on a cliff overlooking Cordova Bay, in Victoria British Columbia.
Justin Shields is an Aquatics Supervisor at the Arne Hanna Aquatic Center in Bellingham, a Red Cross Instructor Trainer for WSI/LGI, AFO, a member of the Drowning Prevention Network and former chair of the WRPA Aquatic Section. He manages between 35 and 60 staff at Arne Hanna. Typical programming at the facility includes deep and shallow water aerobics, deep water running, kayak practice, rentals, swim teams, a revived beach program, a 24-year-old youth triathlon, a wide variety of instructional programs and lap swim. The facility has On average the aquatic facility serves 500 patrons a day.
David DeLong is currently the Water Recreation Program Lead at Washington State Department of Health. Dave started working in Health and Safety in 1988 at the Tacoma Pierce County Health Department. Dave has a diverse background in environmental health programs, but has focused on water recreation. Dave’s experience includes: reviewing plans for the construction of aquatic facilities, inspecting pools and spas, and providing education and training.
