Volunteers of America (VOA) Crisis Line.
Call the Volunteers of America (VOA) Crisis Line at 1.800.584.3578 to:
- Request Mobile Crisis Outreach Team (MCOT) outreach services.
- Make a ‘crisis alert’ if you have concerns about someone who may be in crisis.
- Make a referral to a designated crisis responder (DCR).
- Support for anyone experiencing a mental health or suicidal crisis.
- Call, text or chat 988 from cell phone or land line.
- Speak with a trained crisis counselor.
- Available 24 hours a day, 7 days a week.
- English and Spanish available plus 250 additional languages through Language Line.
741741 Crisis Text Line
- Text HOME to 741741 to connect with a volunteer Crisis Counselor from anywhere in the United States, anytime. A live, trained Crisis Counselor receives the text and responds, all from a secure online platform.
- Specifically for Washington’s American Indian and Alaska Native communities.
- Calls are answered by Native crisis counselors who are tribal members closely tied to their communities. Counselors are fully trained in crisis intervention and support, with special emphasis on cultural and traditional practices related to healing.
- Dial 988 and press 4 from a phone with a Washington state area code.

- Community based treatment team.
- Short-term crisis intervention and prevention services.

Co-Responder Program
- Co-Responder is a partnership with the Whatcom County Sheriff’s Office where a behavioral health specialist responds with a deputy to certain behavioral health 911 calls.
- Individuals cannot request Co-Responder specifically. 911 dispatch and Law Enforcement will make referrals to Co-Responders when appropriate.
Support Resources
Northwest Youth Services Ground Floor Center
- A day-use center for at-risk, runaway and homeless youth ages 13 to 24. At the Ground Floor, youth can connect with supportive adults, receive basic needs items such as food, clothing and gear for sleeping outside and connect with other resources that will help them end their experience of homelessness.
- Hours: Mon, Tues, Thurs, & Fri from 9am-4pm, and Wed from Noon-4pm.

The Anne Deacon Center for Hope
- Whatcom County Detox Services
- Monitored in-patient setting for safe withdrawal from alcohol and other drugs.
- Substance use disorder assessments and referrals to substance use disorder treatment.

- Whatcom County Triage Services
- Voluntary services to those experiencing a mental health crisis and helps them restore and stabilize their health.

Whatcom County Intensive Case Management
- GRACE (Ground-Level Response and Coordinated Engagement) provides intensive case management to frequent users of emergency medical services, law enforcement, the emergency department and the Whatcom County Jail.
- LEAD (Law Enforcement Assisted Diversion) program provides support to individuals with low-level criminal offenses.

Alternative Response Team (ART)
- ART is a law enforcement diversion program responding to low-risk, non-criminal 911 calls in the city of Bellingham. One ART goal is to ensure that situations involving people in crisis are defused, so that force may be avoided and/or referrals for appropriate wrap-around care is provided.
- As a diversion program, individuals cannot request ART specifically. 911 dispatch and Law Enforcement will make referrals to ART when appropriate.
Whatcom County Community Paramedics
- Provide support for people who frequently call 911 for complex medical issues, substance abuse, mental illness, complications related to aging, disability, fall risks, and/or homelessness.
- After a person has made several 911 calls, community paramedics begin working to connect them with services that can better meet their needs.

Whatcom Resource Information Collaborative
- A clearinghouse for local Bellingham/Whatcom information related to services, including healthcare, emergencies, housing, work, education, legal, and transit.
- Local information related to overdose prevention, what to do if someone is having an overdose, Narcan distribution, local overdose data, local events, talking with youth about substances, and more.
